New National Education Policy 2020 (NEP 2020) is released by Modi Government in 29 july  2020. This policy made a drastic change in School Education as well as Higher Education for colleges, Universities and other higher level institutions. New Education Policy 2020 Highlights (NEP 2020):

New Education Policy 2020 replaced the existing NEP, 1986. India’s first National policy on education was established in 1968 by Kothari commission. After that the National education policy 1968 was reformed again by 1986 Policy and was revised in 1992 during Prime minister  P.V Narasimha Rao. The NEP 2020 is the third education policy of India which is released under Narendra Modi Government.

National Education Policy 2020  for School Education:

The NPE 2020 tries to make Board exams more easier than before, focusing on only  essential curriculum avoiding experimental materials.

Main Highlights of NEP 2020 On School Education:

The NPE 2020 replaced the old 10+2 structure of school education by a new  “5+3+3+4” curricular structure. The school education  will start from the age of 3 years now, giving emphasis on Early Childhood Care and Education. In this new system the children join 3 years of Anganwadi/ pre school course and after that complete 12 years in school.

In NPE 2020 School Education has 4 stages these are

  1. Pre- school stage –

    This stage will cover 3 years of pre school/Anganwadi education.  Then primary classes 1 and 2 with giving priority in activity based learning. The age group in fundamental stage is  in between 3 to 8 years.

  2. Age group between 8 to 11 i.e Preparatory Stage – 

    In preparatory stage children will cover classes 3 to 5  . In the preparatory stage the subjects like science, mathematics, language and art will be introduced.

  3. Experimental stage –

    Middle stage allow children to cover classes 6 to 8 , between the age group of 11 to 14 years.

  4. Last stage of school education/Secondary stage  –

The NPE 2020 brings the +2 classes to school education. So the children has to complete classes 9 to 12 in school with in the age group of 14 to 18 years. The children will cover multi disciplinary subjects in these 4 years of study.

5.  It is new to introduce coding from class 6 as an experiment.

6.  MDM (Mid day Meal ) will include breakfast considering student’s health.

Board Exams In School Education:

The children will have to face 3 levels of Board Exams during classes 3, 5 and 8.  Board exam will be conducted twice every year, one final exam followed by a improvement exam.

According to the National Education Policy 2020 a new national examination center PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development) will be established for holistic development of children.

MEDIUM of Instruction:

The New Education policy 2020 focuses on mother tongue as a medium of instruction until at least class 5 . It may also extend till class 8 and more wherever possible. No language will forcefully given to the students. New NPE 2020 also give emphasis on Foreign languages along with Sanskrit .

New Education Policy 2020 for Higher Education :

The new education policy 2020 suggests a multi-disciplinary undergraduate courses having many exit options. A new National Testing Agency will be carried out a common entrance test twice in a year. Professional and vocational areas are also come under this system and will be carried out as follows;

  1. EXIT after completing 1 year of Under graduate course – A certificate course
  2. after completing 2 years under graduate course- A Diploma certificate
  3. EXIT after completing 3 years course- A Bachelor’s degree
  4.  after completing 4 years course- A Bachelors degree with a option to enter directly to research field.

Other Features:

  • Post Graduate or Master’s degree course will continue as they continue.
  • M. phil courses will not continue from now.
  • The status of deemed university comes to an end.
  • Top 10 universities will be facilitated.

Compulsory Retirement Of Govt Employees:

The instructions have been issued from central government of India to review the performance of government employees who have completed 30 years in service. According to the order, center will review to observe whether the government employee should be retained in service or retired from service prematurely, in public interest. The review will be carried out to find out inefficient and corrupt employees. So the compulsory retirement of govt employees should take place under these following the fundamental provision/Rule.

Compulsory retirement of govt. employees:

Fundamental Rules (FR):

The service of the employees will be reviewed under Fundamental Rule (FR) 56(j) and Fundamental Rule (FR) 56(l) with Rule 48 (1) (b) of Central Civil Service ( CCS ) Pension Rules, 1972.  According to this rule, “the appropriate posting authority has the power to  compulsory retire any government servant as the case may be, if necessary in public interest”.

Rule of compulsory retirement of govt employees FR 56 (j):

The  appropriate government authority  has the absolute power to retire any government employee  giving a notice at least before 3 months in writing. Otherwise the government has to give  pay and allowance along  with such  compulsory retirement notice.

In case of Group-A or Group-B service which are temporary or likely to a  permanent post and  had entered to the government service before attaining 35 years of age will be retired forcefully attaining the age of 50 years.

In any other case the compulsory retirement Rules will be used after attaining the age of 55 years.

Rules of compulsory retirement of government employees  FR 56 (l):

According to FR 56 (l), the appropriate authority has the prior right to retire Government servant under Group C service who is not governed by any pension schemes. After attaining the age of 30 years of service with proper notice in writing before 3 months or have to give him pay and allowances of three months with such retirement notice.

Rule 48 (1) (b) of Central Civil Service (Pension) Rules, 1972 :

Rule 48 (1) (b) Of CSS  (Pension) Rules, 1972 suggests, the government servant after completing thirty years of qualifying service will be retired compulsory by the appointing authority with full retiring pension. It is necessary to give a notice before 3 months of retirement or give him full pay and allowances of that three months with the notice.

The government advised to maintain a register in which a data of government employees attaining the age of 50/55 years  or 30 years of service. The register should be reviewed by senior officers every quarterly for pre-mature retirement of government servants.

What to be reviewed for giving compulsory retirement  of govt employees:

The review committee prepare certain criteria which are given below

  • The government servants having less integrity, shall be proposed for retirement.
  • Government employees found to be ineffective or sudden and steep fall in the competency with in  a period of one year shall be proposed to retire. The only doubtful ineffectiveness will not a measure point of pre-mature retirement, but the sudden and steep fall shall be taken into consideration.
  • Along with this the entire service record of the government servants should be considered. The personal file of that employee will be one of  the valuable material for reviewing.

What Is CET (COMMON ELIGIBILITY TEST) 2020?

What is CET 2020 ? CET is a Common Eligibility Test that means one common CET exam to shortlist candidates. Railway Recruitment Board (RRB), Institute of Banking Personnel Selection ( IBPS PO & Clerk ) and Staff Selection Commission exams (SSC,CGL,CHSL etc )  will come under this NRA CET  2020 declared by a press conference of govt.of india in august 2020 . The guiding agency is NRA .In the next phase other branches of exam will be covered by NRA CET. What is NRA CET  2020?

NRA CET Role and Validity:

The CET 2020 is only for screening the students after that the recruitment boards will conduct second and third round exams. The CET exam  score will be valid for three years during that period  students can apply all above posts according to their qualification and age .Candidates can increase their score by appearing the exam as per their wish.

What is NRA?

What is NRA ? NRA is a National Recruitment Agency is  an autonomous body. It  will conduct CET  (Common Eligibility Test) for only screening and shortlist the candidates for SSC,RRB and IBPS posts. NRA will conduct CET in 12 Indian languages which will give  opportunity to candidates to select their medium of language. CET 2020 will conduct twice  every year in online. CET exam will conduct in every dist of state as per govt. announcement.

Syllabus of NRA CET will come very soon after NRA comes to functional.

Need Of CET Exam: Is it better than Current Exam systems? Benefit of CET exam.

Yes ,NRA CET is far better than current system. At present system candidates have to appear a lot of examinations conducted by various agencies. Due to that the candidates face problem with regular submitting of  exam fees ,boarding facilities ,travel expenses. So the poor candidates along with Women candidates suffering a lot.Women candidates suffer when the exam centers are far away from their locality as they have to find a proper companion with them.So the benefit  of the  CET exam is that it will be conducted in every dist so the women candidates will benefit properly.

Due to one common test the financial burden will not create any difficulty to the poor students . As they don’t have to deposite fees regularly nor have to bear travel or lodging expenses.

As NRA CET exam will help and provide greater benefit to all the candidates in all fields. It is far better than the current exam systems.
